President Vladimir Putin paid a State visit to India on 4–5 December 2025 for the 23rd India–Russia Annual Summit. The year marked the 25th anniversary of the Declaration on Strategic Partnership, signed during his first State visit, in October 2000; the relationship is now described as a Special and Privileged Strategic Partnership.

The leaders agreed an Economic Cooperation Programme to 2030, welcomed the outcomes of the military-technical commission that met the day before, and noted cooperation between ISRO and Roscosmos in human spaceflight and navigation. Russia backed India's BRICS chairship in 2026.

MPC cuts the repo rate to 5.25 per cent

The MPC cut the repo rate by 25 basis points to 5.25% on 5 December 2025, after inflation hit an all-time low.

At its 58th meeting, from 3 to 5 December 2025, the Monetary Policy Committee voted unanimously to cut the repo rate by 25 basis points, from 5.50 to 5.25 per cent, and kept the stance neutral. The standing deposit facility rate moved to 5.00 per cent, and the marginal standing facility rate and Bank Rate to 5.50 per cent.

The reason was inflation: headline CPI inflation had fallen to an all-time low in October 2025, led by food prices. The Reserve Bank cut its inflation projection for 2025-26 to 2.0 per cent and raised its growth projection to 7.3 per cent.
