The flowers that fade quickly are only some of the flowers. Nothing says roses are among them, so conclusion I is possible but not certain.
Conclusion II reverses the first statement. 'All roses are flowers' allows plenty of flowers that are not roses, so it does not follow either.

A conclusion 'follows' only if it must be true whenever the statements are. Something that merely could be true is not enough, and that is what makes conclusion I fail.
