CorrectNot quiteAnswer C

Correct answer: C

Explanation

  1. After the opening sentence, R gives the old belief: it could not be built.

  2. P gives the reason, the rivers and hills. Q turns with "yet", and S says how fast "they" finished "it", which leads to "today" in the closing sentence.

  3. So the order is RPQS.

Worth noting

PRSQ has "they" finish "it" before anyone has started building.
