Correct answer: C

The awards are announced twice a year.
The two occasions are Republic Day and Independence Day.
The Padma awards, by contrast, are announced once a year and only on Republic Day, which is where the single-occasion answer comes from.

Worth noting

Two announcements a year is a small fact that separates the gallantry awards from the civilian honours cleanly, and questions that mix the two families lean on it.
