CorrectNot quiteAnswer B

Correct answer: B

The gallantry awards are a Ministry of Defence subject.
Civilians and members of the police forces are eligible for the Ashoka Chakra, the Kirti Chakra and the Shaurya Chakra.
Only the Param Vir, Maha Vir and Vir Chakras are confined to the armed forces and the services attached to them, because those require an act in the presence of the enemy.

Worth noting

The eligibility follows the definition rather than the ministry. Bravery away from a battlefield is open to anyone, so the awards for it are too.
