The voter-roll revision's second phase: 12 states and UTs, 51 crore electors

Phase II of the Special Intensive Revision of voter rolls covered about 51 crore electors in 12 states and UTs, from 4 November 2025.

After Bihar, the Election Commission extended its Special Intensive Revision (SIR) of electoral rolls to 9 states and 3 union territories, by an order of 27 October 2025. The enumeration phase ran from 4 November to 4 December 2025.

Phase II covers nearly 51 crore electors in Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal, and in Andaman and Nicobar, Lakshadweep and Puducherry — 321 districts and 1,843 assembly constituencies. Every elector gets a partly pre-filled enumeration form, and over 5.3 lakh Booth Level Officers, helped by 7.64 lakh Booth Level Agents of the parties, visit each house at least three times.

The Commission acts under Article 324 of the Constitution and Section 21 of the Representation of the People Act, 1950.
