Correct answer: D

The scheme of the Padma awards is a Ministry of Home Affairs document and the nominations run through it.
The President confers the awards, but conferring and administering are different jobs.
The Ministry of Information and Broadcasting handles the film awards, not these.

Worth noting

Four bodies touch a Padma award — a ministry, a committee, the Prime Minister and the President — and a question usually asks about exactly one of them. Reading which verb the question uses is half the answer.
