Correct answer: B

The national sports awards, including the Arjuna Award, the Dronacharya Award for coaches and the Major Dhyan Chand Khel Ratna, are conferred by the Ministry of Youth Affairs and Sports.
The President presents them at Rashtrapati Bhavan. The Indian Olympic Association is a sports body, not an awarding ministry.
